The Glendale City Council begins a daylong budget session Tuesday to figure out how to close a $35 million shortfall. The recession and payments to the National Hockey League have left the city in a hole.

Good news for the City of Phoenix, after years of budget cuts and belt tightening, the city is projecting a surplus for next year.
