Some groups involved with getting minorities to the polls are unhappy with legislation working its way through the Legislature.

A bill approved Monday in the Arizona Senate, would make it a felony for members of a political group to submit a voter's ballot on their behalf, although a family member could still deliver the vote. 

Of all the ballots cast this week in Arizona, more than 172,000 of them were provisional, according to data compiled from the Secretary of State.
