Jan. 7, 2004 -- President Bush outlined a series of major immigration reforms described as the most sweeping in nearly 20 years. Bush asked Congress to enact a program that gives temporary legal status to foreign workers, including the estimated 8 million undocumented workers -- the majority from Mexico -- currently in the United States.
