( Phoenix ) Governor Janet Napolitano will deliver her 5th State of the State address later today, officially kicking off the new legislative session. The 2007 legislature will have a different party breakdown and some new leaders, but as KJZZ's Mark Brodie reports, some of the issues will be the same as past years.
