( Phoenix, AZ ) Implementing a state law that requires four hours of structured English immersion isn't so simple to carry out. KJZZ commentator Diane Duffy works with students learning English at Kyrene de la Mirada Elementary School in the Kyrene School District. Duffy explains the flaws of the law and the need for flexibility in carrying it out.
