( Phoenix, AZ ) Congress approved $3.9 billion dollars for states and cities to buy foreclosed homes, fix them up and sell them to first time home buyers. Arizona received more than $120 million, with the city of Phoenix and the state Department of Housing receiving the largest shares. KJZZ's Paul Atkinson talk to state housing director Fred Karnas about his agency's plans.
