Glendale residents will get a chance vote on a sales tax initiative in November.
The Arizona Supreme Court on Wednesday declined to review a lower court ruling that placed the measure on the ballot.
A group called Save Glendale Now backed the initiative, which was challenged by the city.
Glendale officials say the tax is needed to avoid severe budget cuts. They say money from the sales tax also will help Glendale cover a $17 million arena management payment to a likely buyer for the NHL's Phoenix Coyotes.
