Among the nine ballot measures Arizona voters will consider on or before Nov. 6 is Proposition 120. The language of the proposition says, if passed, the Arizona Constitution would be changed to allow the state to declare its sovereign and exclusive authority and jurisdiction over the air, water, public lands, minerals and wildlife within its boundaries.
