“Of course the plaintiff and other Dreamers in the state are being harmed,” Tumlin said. “They are being harmed by a policy that discriminates against them. They are being harmed by a policy that singles them out and treats them differently then everybody else who has temporary status to be in the country.”
Tumlin says the state already issues licenses to those in other Deferred Action programs, and she says that entitles the dreamers to licenses too.
