Parts of the Valley have gotten a real soaking this week. When it rains, it is Tim Phillips’ job to make sure all that water passes safely through the Valley. He is the chief engineer and general manager of the Flood Control District of Maricopa County and said the water goes where it is has always gone, through county’s river systems, before draining out towards the Colorado River. But, he is focused on something slightly different.
