Phoenix land company Vermaland bought 4000 acres near Casa Grande this week.
A sign of continued growth in the housing market, their master plan calls for residential lots, parks and commercial space.
Vermaland CEO Kuldip Verma said the decision came down to market value.
"We purchased this property because of its extremely low value and the growth potential," Verma said. "And the market for residential is coming back in a very strong way, and that was the motivation for purchasing this property."
Vermaland bought another 4000 acres in the same area last year.
