The Phoenix City Council plans to replace City Manager David Cavazos who surprised almost everybody a few weeks ago when he announced his resignation. Cavazos is moving on to take the same position in Santa Ana, Calif. The council held a special meeting on the process for picking a new city manager Wednesday morning.
