Mexico Captures Second Fugitive In Border Patrol Agent's Murder

Mexican authorities captured a second man wanted in connection with the murder of United States Border Patrol Agent Brian Terry.
Until his arrest late last week, Ivan Soto-Barraza was the third man still hiding out after Terry’s murder. Mexican officials in the state of Sinaloa say they caught him with help from Mexican Interpol agents. He will be extradited to the United States to stand trial for the murder.
Terry was killed in 2010 after his elite team of U.S. Border Patrol agents called BORTAC, engaged in a firefight with a drug ripoff gang in the desert. His killing sparked an inquiry into a federally sanctioned firearms program known as Operation Fast and Furious.
Federal agents had allowed a gun trafficking ring to buy guns illegally and smuggle them into Mexico. One of those guns turned up at the crime scene of Terry's murder.
Jesus Rosario Favela-Astorga and Heraclio Osorio-Arellanes remain fugitives. A cellphone tracking warrant initiated by the FBI shows that Manuel and Rito Osorio-Arellanes, both in custody, have been cooperating with federal agents. The two brothers fingered Rosario and Heraclio Osorio-Arellanes as the instigators of the drug ripoff group.
