The latest desegregation plan for the Tucson Unified School district is being rejected.
The plan has been shot down by an expert appointed to oversee it by a federal judge.
Special master Willis Hawley says a plan on magnet schools, approved by the district board in September, limits options for achieving meaningful racial balance in district schools.
In fact, he says it will have little or no impact. The board rejected a magnet plan created by Hawley before adopting its own. Hawley’s program would have eliminated popular programs at several schools.
Efforts to create a racially balanced school system in Tucson date back to 1974. A federal court in Tucson last year asked for a blueprint of plans to desegregate the school district.
