Why Is It So Hard To Catch Illegal Campaign Contributions?
At the root of San Diego’s recent campaign finance scandal lies the topic of outside donations, and the illegality of foreign money used to influence stateside elections.
Campaign fundraisers and strategists, among others, all told inewsource the practice is nearly impossible to detect. They said the main reason is the overwhelming number of donations that can pour into a campaign. You simply can’t screen every single one.

"They'll land on that leaf and they have a sharp mouth part that they literally poke into the leaf," Lyall said. "And (then they) suck the fluid out. And in the process then, they can infect that tree just like with a hypodermic needle."

And those that fall through the cracks run the risk of not having care or running up huge medical bills.
