We started the program wondering what is holding up the state House's passage of a budget for the next fiscal year. Last week along party lines, the Senate moved a budget through. That had many people anticipating the House would do the same.
A vote was supposed to happen on Monday, but it was put off until Tuesday...when, again, there was not a vote.
