Air quality in the Valley is improving — at least according to the Environmental Protection Agency. The agency has approved a long-awaited clean air plan for Maricopa County. That means state and Valley leaders no longer face the potential loss of billions of dollars in federal highway construction funds.
So what happened, and what more is being done?
