Phoenix CEO Charged With Fraud, Bribery

A federal investigation into Chicago's red-light camera program has led to charges against the former CEO of Phoenix-based Redflex Traffic Systems. 

The U.S. Attorney's office says Karen Finley provided a retired Chicago official about $570,000 in cash and other benefits for inside information helping Redflex land the lucrative city contracts. 

In a statement this morning, Redflex said last year it announced aggressive leadership changes, and new compliance policies and procedures to add distinction between its past and present.

Since that time the company said it has worked on more than 100 contracts.  The company said it has cooperated fully with the investigation.

Finley, who is from Cave Creek, was not arrested but will be arraigned later on multiple counts of fraud and bribery.
