Republican candidates Tom Forese and Doug Little have won the two spots on the powerful Arizona Corporation Commission in a campaign that saw a record amount of what is known as "dark money."
Forese and Little, who together had about 60 percent of the vote, beat Democratic candidates Sandra Kennedy and Jim Holway in Tuesday night's election for two-year terms on the commission. The commission will continue to be entirely Republican.
The Corporation Commission's responsibilities include regulating utilities, securities, railroads and pipelines.
Dark-money groups, which do not have to disclose their donors, spent more than $3 million backing Forese and Little. APS is widely believed to be the primary source of that money.
As commissioners, Forese and Little will have the power to subpoena APS to disclose its political spending. When asked if he would exercise that power, Forese said he had talked to some attorneys and did not believe it worked that way.
"I believe it's more complicated than that, but I do have concerns about it. I'm the beneficiary of it," he said.
Dark money was especially controversial in the commission race because it was the first time a utility such as APS backed the election of the same people who could be its regulators.
The campaign attracted large amounts of spending from the utility and rooftop solar industries.
