Incoming GOP Senate Homeland Security Chairman Plans Border Bill

The incoming chairman of the Senate's Homeland Security committee says he will aim to pass a border security bill once a new GOP-controlled congress convenes in January.

Republican Sen. Ron Johnson of Wisconsin said his legislation would include a guest worker program to reduce incentives for illegal immigration.

Johnson outlined his plans even as President Barack Obama prepares to take executive action to curb deportations for potentially millions of people currently in the U.S. illegally.

Johnson says he prefers gradual action on immigration reform, rather than a comprehensive package like the one put together by a so-called gang of eight senators that included Arizona Sens. John McCain and Jeff Flake.

Republican congressional leaders, including House Speaker John Boehner, have called on President Obama not to act unilaterally.
