Mesa residents are suing the city, state and Arizona Department of Transportation over damages from the Sept. 8 rainstorm. That record-setting storm produced more than four inches of rain.
The suit alleges the defendants continued to divert water to Emerald Park which acted as a retention basin, even after it was already full. The complaint argues this flooded nearby homes.
The plaintiffs are suing on behalf of more than 300 homeowners who sustained property damage from the flooding. Streets were filled with standing water and power was out for days after the storm.
As many as 400 homes lost electricity. The weather event received a federal disaster declaration, which opened up low interest loans to residents who needed money to repair their homes.
