A winner was declared today in Arizona’s 2nd Congressional District. It’s Republican challenger Martha McSally, who beat incumbent Democratic Rep. Ron Barber after a required recount. McSally’s victory shifts Arizona’s 9-member delegation to a 5-4 advantage for the GOP.
