Late Thursday, Gov. Doug Ducey signed a bill requiring high school students to pass the United States citizenship test before graduation. The move came after legislators fast-tracked the bill, which he requested during his State of the State address Monday.
But with almost any piece of legislation, the devil is often in the details.
"It will bring cost and burden to education systems, both charter and traditional, because someone has to implement this test, somebody has to maintain the integrity of implementing the test," said Arizona Education Association president Andrew Morrill. "Listen, if this is a high-stake test, it means students must pass it to graduate."
Morrill says another standardized test is not the right approach. The test is being pushed nationally by the Scottsdale-based Joe Foss Institute, which wants all 50 states to adopt it by 2017.
