A large percentage of Americans would agree that the process toward reaching budget agreements in congress — and that ultimately lead to the president signing and not vetoing them — is extremely flawed, confusing and full of political theater.
But is a balanced budget amendment to the Constitution a way to solve the problem and reduce the federal debt and annual budget deficits?
