Department of Public Safety Director Frank Milstead announced last week that law enforcement officers had arrested Leslie Allen Merritt, Jr. on suspicion of involvement in some of the I-10 shootings.
He’s since been charged with 16 counts, including aggravated assault and unlawful discharge of a weapon. Until recently, Arizona Department of Transportation message boards were prominently displaying a tipline number for residents to call if they had any more information related to the shootings. But how much can law enforcement count on the public to help and provide accurate and helpful tips?
