The Phoenix City Council will consider on Wednesday changing its rules for who can give invocations before council meetings.
The proposal is being advanced by four council members in response to a controversy over followers of the Satanic Temple, who are scheduled to give the invocation at a meeting this month.
Other city leaders, however, disagree with the efforts saying the issue is about religious freedom, and all groups should be allowed to speak.
