Phoenix has long been synonymous with “car culture.” That’s evolved significantly as more bus service is added and light rail has proven to be popular.
Now Phoenix is one of seven cities in the U.S. taking part in the program called LadderSTEP. It’s connected to the light rail extension coming to South Phoenix and is intended to help revitalize the area.
Albert Santana, assistant to the Phoenix city manager, spoke about it.
