Business owners along Mill Avenue in Tempe have complained about people sitting and lying on sidewalks.

A new ordinance will take effect in Tempe a week from Saturday. It prohibits people from sitting or lying on the sidewalk in downtown Tempe, and from sitting or lying on anything not permanently attached to the ground.

Tempe Councilman Robin Arredondo-Savage supports the ordinance.

The ordinance has drawn protests, too. Homeless advocate Charlotte Willenzik has organized a group called Tempe Homeless Outreach Team.
