Questions about "dark money" spending continue to cloud Arizona's public utilities commission — and a showdown could be close.

On Wednesday, Attorney General Mark Brnovich issued an opinion that finds a corporation commissioner does that the power to demand that public service corporation turn over records related to lobbying and political spending, among other things. This could have big implications for one commissioner and the state's largest utility, Arizona Public Service.
