Process Of Reinstating Arizona KidsCare Questioned

Lawmakers have approved a plan to reinstate KidsCare, a health insurance program children of the working poor. But it may not yet be a done deal if someone takes the issue to court.

At issue is how the children’s health insurance plan got through the legislature.

Senator Steve Yarbrough argued the issue was illegally tacked onto a disabled school voucher bill.

"It matters not how I might personally feel about empowerment scholarships accounts for these kids or for KidsCare," he said. "The process, the institution, the integrity of what we do overrides even this."

But Senator Katie Hobbs argued amendment language helped link it to the original bill.

Governor Doug Ducey has signed the legislation. It should take effect in 90 days.
