What A Legal Marijuana Policy Roll-Out Could Look Like

Arizona voters legalized recreational marijuana with their approval of Proposition 207 in 2020.

The issue of legalizing marijuana is the subject of a conference being put on this week by ASU’s Morrison Institute, and includes pro and con arguments, as well as presentations by independent experts.

One of them is Brad Rowe, president and managing director of BOTEC Analysis, which is a research and policy consulting firm. His company has worked on this issue, including in Washington.

"My main piece of advice would be to get it in writing," Rowe said. "If you really think that tax revenues from cannabis sales are going to go toward prevention programs and reducing adolescent use or cannabis use disorder, or trying to educate the public and how to get treatment if you need it, make sure that is in the documents that you're supporting in these initiatives."
