Abortions are on the decline in Arizona, but the reason for it is unclear.
New figures from the Arizona Department of Health Services show 12,659 recorded abortions in 2015, about 2,000 fewer than in 2011.
Statistics prior to that are not comparable, and they come as lawmakers have erected new restrictions on the procedure.
Bryan Howard, president of Planned Parenthood Arizona, also notes another factor.
"The fact that the ratio of births to abortion has not really changed since 2011, but the number has continued to go down, is simply that the total number of women getting pregnant is declining," Howard said.
Even Cathi Herrod, president of the anti-abortion Center for Arizona Policy, said she cannot dispute that fact and calls the report positive.
However, without further analysis of the report she wants more proof.
"It's good that the numbers of abortions are going down. But the meaning of the numbers overall require further study and analysis. That's kind of where I'm at. I want to understand the ratios, what it means, some of that kind of stuff," said Herrod.
The report also shows that nearly two-thirds of abortions were done before the ninth week of pregnancy, with only a small percentage of pregnancies at 20 weeks or more.
