A new statewide poll shows Republican Bob Burns is leading in the five-way race to fill three seats on the Arizona Corporation Commission.
GOP incumbent Andy Tobin, appointed to the commission earlier this year polled second with 22 percent.
Despite Republicans having the edge in voter registration, the third slot for the moment belongs to a Democrat, Tom Chabin.
The commission regulates investor-owned electric, gas, telephone, water and sewer companies in the state.
