DREAMers celebrated a judge's decision granting in-state tuition at Maricopa Community Colleges in 2015.

The Arizona Court of Appeals will hear arguments Tuesday on whether DREAMers should be eligible to pay in-state college tuition.

Arizona voters passed Proposition 300 in 2006, which required undocumented students to pay out-of-state tuition.

President Barack Obama unveiled the Deferred Action for Childhood Arrivals program in 2012, which gave legal status to people brought to the United States as children, also known as as DREAMers.

Also in 2012, the Maricopa County Community College District began charging in-state-tuition to DREAMers with work permits

Former state Attorney General Tom Horne sued the district. But a judge ruled that DREAMers are legally present and eligible for in-state tuition.

The ruling led the Arizona Board of Regents to allow DREAMers to pay in-state-tuition at state universities.
