An analysis by the D.C.-based Migration Policy Institute finds a majority of English-language-learner students in the U.S. are born in the U.S.
Looking at Census data, MPI determined 82 percent of pre-K- to fifth-grade ELL students, and 65 percent of sixth- to 12th-grade ELL students were born here rather than abroad.
