A boat carrying 24 people capsized on Tempe Town Lake Tuesday night in 50 degree water.
Tempe police said the boat was carrying 18 special needs athletes and six adults returning from a sunset tour.
The athletes, ages 15 to 20, are members of the Mesa Bulldogs rowing team.
They were wearing life vests when citizens arrived to pull them safely to shore.
An initial investigation shows the long canoe-style Dragon boat appears to have overturned from an uneven distribution of weight.
