The man who resigned while in charge of Arizona’s embroiled Child Protective Services program now oversees the federal Health and Human Services Department’s Office of Family Assistance.
As Director of Arizona’s Department of Economic Security, Clarence Carter was overseeing CPS when an investigation revealed about 6,000 child abuse and neglect cases went uninvestigated.
He resigned in January 2015, when Gov. Doug Ducey was sworn in. His resignation letter never mentioned the scandal.
Now, Carter works for the Trump administration overseeing a nearly $17 billion federal budget for welfare grants assisting families nationwide.
