The Phoenix City Council voted on Wednesday to approve a $1.5 million settlement with the family of Rumain Brisbon, an unarmed black man who was shot and killed by a Phoenix police officer in 2014.
The shooting sparked protests in the Valley, but in 2015, Maricopa County Attorney Bill Montgomery said that the officer, Mark Rine, would not be charged with a crime.
At the time, police said that Rine had told Brisbon to hold up his hands, but he put something in his pants before running away. The officer said he feared that Brisbon had a gun. It turned out to be a pill bottle in his pocket.
