Republicans control both houses of Congress and the White House, but Democrats are still celebrating the defeat of efforts to repeal the Affordable Care Act, though that doesn’t mean significant changes to the law couldn’t emerge in the near future. And President Trump’s plunging popularity levels are also making Democrats optimistic.
