A federal judge is starting 10 days of hearings today on a law banning the practice that critics call “ballot harvesting.”
State lawmakers last year approved a new law limiting who can return early ballots for voters, meaning political and civic groups could face prison time and a fine for going door-to-door to collect them and drop them off.
