Arizona Gov. Doug Ducey has announced that he and his fellow lawmakers have reached a deal on raising teacher pay to requested levels. But a phrase we’ve heard a lot recently comes to mind: the devil is in the details.
So will an actual agreement be passed and signed? Does that mean a full budget is just around the corner?
