The Central Arizona Project has issued a mea culpa that could calm some nerves among the states that use Colorado River water.
The river supplies 40 million people in seven U.S. states — including Arizona — and Mexico. Comments by CAP leaders did not go over well with officials in Colorado, New Mexico, Wyoming and Utah.
