Phoenix Councilman Waring: Prostitution Not A 'Victimless Crime'

The city of Phoenix is going to crack down in a stronger way on so-called “Johns” — people who have been convicted of soliciting prostitution more than once.

Fines will be increased to $2,000 for a second conviction, and the fees will be directed toward the city’s Anti-Human Trafficking Fund.

On a unanimous vote, the council moved to implement the changes — which will also include additional jail time.
