The city of Surprise will discuss changing city code Tuesday at a city council work meeting to try to curb distracted driving.

Drivers would not be able to use cell phones or portable electronic devices while driving through the northwest Valley city.

The penalty for driving while texting or on the phone would be a $250 fine.

The exceptions would be if someone is using a hands-free device or using it in an emergency. Phoenix, Tempe and Tucson also already have similar cell phone bans.
