The Justice Department has asked a federal judge to modify the settlement that the administration had used as justification for separating migrant children from their parents at the southern border. The so-called Flores Settlement, drafted in 1997, prevents the federal government from detaining kids for more than 20 days.

But, before that, he was a deputy assistant attorney general at the Justice Department, where he was part of an effort to modify this settlement during the Obama administration.
