The ACLU has introduced a nationwide plan to reduce prison populations and racial disparities behind bars — problems that are even more of a challenge here in Arizona, according to Alessandra Soler, executive director of the ACLU of Arizona.
The report recommends a shift in drug policy, an increase in alternatives to incarceration and more attention on the front end of the system to decrease racial disparities.
