A new report from the U.S. Department of Education finds that most states in the country are failing to meet academic targets for English-language learners (ELLs) — and Arizona is no exception.
Only five states met their academic goals for ELL students in reading and math, according to the report. And that’s actually a drop from the year before when six states made the benchmarks.
The report is based on the most recent data available — from the 2013-2014 school year — but, according to Megan Karns Garvey, it’s an Arizona state law that has created systemic challenges for ELL students here for a decade. She is the secretary for the Arizona affiliate of Teachers of English to Speakers of Other Languages.
