Since 2014, Bob Burns, one of five statewide elected members of the Corporation Commission, has made several plays to investigate millions of dollars in election spending toward Corporation Commission candidates.
Burns believes the money came from either Arizona Public Service (APS) or Pinnacle West Capital Corp., its parent company.
Now his latest strategy to delve into APS dealings has been batted down. A Maricopa County Superior Court judge has rejected his efforts to investigate whether his colleagues acted improperly when they supported an APS rate hike.
