The Corporation Commission has taken action to require the utilities it regulates — including APS — to not turn off the power of customers who are behind on their payments during the hottest summer months. Along with previously implementing a renewable energy standard — among other things — that has caused some critics, including Gov. Ducey, to say the Commission may be guilty of "mission creep."
Arizona Republic columnist Robert Robb agrees with the governor. Meanwhile, Laurie Roberts says the Corporation Commission hasn't done enough.
