After Tuesday night's lengthy meeting, the Phoenix City Council will not officially be going forward — at least not yet — with a civilian oversight board to review actions by police officers.
Meanwhile, many other cities large and small have those kinds of boards. They fall into three categories: investigation-focused, review-focused and an auditor/monitor model.
